The Professional Code of Quebec stipulates that professional orders may institute penal proceedings against a person who is not a member of a professional order and:
– who uses without right a title or abbreviation under the control of this order—that is, usurps the title;
or
– who engages in an act that only members of this order are authorized to engage in or claims to have the right to do so or acts in such a way as to lead one to believe that they are authorized to do so—that is, practices unlawfully.

Note: The fines for unlawful practice range from $2,500 to $62,500 for a natural person and from $5,000 to $125,000 for legal persons.
